based on log we found below error, please check.

Root Cause: Cannot identify as no error in log file.
Manage to create file in "Encrypted Folder" but not in "Upload Folder"
Solution: Provided file to put in "Upload Folder".
Bulk Cron was able to grab the file and update bulk status
