Description
Change: Change input field validation type and relocate the error messages to the top of the page.
Step to Reproduce:
1. Go to Login > CBE > Organization Setup > Account Management > Edit User Details
2. Remove all value and characters from all input fields.
Current Result:
System validates the fields via Javascript and displays the error messages below each input fields.
Expected Result:
System validates the fields via Java and displays the error messages on top of the page.

This bug is not valid.
Current system will use both javascript and java validation.
