Description
Bug: "Block" button does not function
Path: Login > IBAM Home > BBE > Admin User Manager > Admin User Manager - Result List > Admin User Manager - Details Screen
Step to Reproduce:
1. Click on the "Block" button
Current Result:
When click on "Block" button:
1. System does not proceed to next page (Confirmation page)
2. This item does not pending for approval
3. Error message "User *** is pending for approval" does not display
Expected Result:
1. System should allow to proceed to confirmation page if this item is not pending for approval.
2. If this item is pending for approval, it should be listed at Authorization > Pending / Approval.
3. Error message "User *** is pending for approval" should display when attempt to block on pending user.

for issue 3, try to check whether both maker checker is in the same state because the authorization screen is filter by state
