Description
Bug: Activity still "Pending for approval" after Checker has reject the item
Path: Organization Setup > CIS Linking > Delete
Step to Reproduce:
1. Login as IBAM Maker and delete the CIS
2. Login as IBAM Checker and reject on activity made by IBAM Maker
3. Login back IBAM Maker and perform delete the same CIS again
Current Result:
System display error message "Current item is having changes pending for approval, further changes are not allowed."
Expected Result:
System should allow to delete again the same CIS, as the activity has been rejected by IBAM Checker

Please test after 19/03/2019, 1pm deployment;
Step 1:- Access IBAM as maker
- Access Organization Setup > CIS Linking
- Select a company and delete it
- Access IBAM as approver
- Access Authorization CBE
- Reject CIS linking delete
- # Access IBAM as maker
- Access Organization Setup > CIS Linking
- Select a company and delete it
- Expected result, No error message Pending for Approval and CIS delete is sent for authorization.
