Please assist to check. We are not able to switch to MBI portal.
Upass.cfg already point to MBI DR IP.

Connection to WS Url https://192.168.18.40/rcasws/services/CASServices?wsdl (DR) will hit the SSL padding issue and there is no connection issue for the URL https://192.168.17.110/rcasws/services/CASServices?wsdl (Not DR).
Maybank to check the SSL settings or configuration in the DR server.

There was SSL issue in RCAS BII DR server and server issue not part of our support. You may closed this case.
