- Ability to filter the user
- Ability to send notification to all users and specific user(s)

Status: Fail
1) When "all users" is selected, the notification does not present in all RIB user accounts. Only those who have just access into their account are able to receive the notification whereas others cannot.
2)Misalignment of the title "message" and the content in RIB.
