The offloading stuck are cause by data on IPF_TRANSLOG for the CITIBANK had invalid mapping on IPF_TRANS_LOG.PAYMENT_DATA >> $.payment.RmtInf.Ustrd, CI-Portal expect this data as string. and also we found out that the error offload data should be recorded on the trnx_error log file, but we dont see the failed offloaded data being recorded on the trnx_error log file, and the error upon writing the log file seems cause the service to stuck, by right the offloading service behaviors the service should skip the invalid data and keep offloading to the next data.

Based on this case we define 2 issue:
1.invalid transaction Data mapping from CITIBANK
2.Offloading service logging error that causing offloading stuck

For the item no.1 we believe CI-Portal already use the correct mapping and this mapping is having no changes since Phase1.
For the item no.2 we will prepare the patch for TrnxDataTransformationBatchMain service to fix logging error handling that causing offloading service stuck.
