Description
Dev. Task ID# 1703, 1812
To test on User Profile Maintenance enhance system functionality:-
1)Display maker checker radio button during admin creation or edit.
2)Display available permissions based on the radio button selected.
3)Assign action Id (ADMIN_PERMISSION) to user during creation/edit/delete user
4)Checking user permission during user performing action
5)Throw business exception if user doesn't have access permission

Test on IBAM User creation flow for mode System Admin, Customer Relation and Observation.
Accordance to Daniell, NO authorization required for Super Admin and System Admin on user creation.
Workflow is as below:-
SuperAdmin > create > System Admin - No authorization required
SystemAdmin > create > IBAM User: Checker & Maker (Customer Interaction) or (Observation) - No authorization required
IBAM User Maker > create or update > RIB and/or BIB - Need authorization by IBAM User Checker
Authorization Module user access
a)IBAM User Checker - can only view Pending list under Authorization module
b)IBAM User Maker - can only view Approval list under Authorization module
Create Bug #1876 on User Creation issue for System Admin.
