  1. Extend the External link text field length up to 100
  2. Can put any special character to the Title. Kindly using the No Script validation as suggested by Kahyan
IBAM>Content>Notices>Edit
  1. Extend the External link text field length up to 100
  2. Can put any special character to the Title. Kindly using the No Script validation as suggested by Kahyan
  3. Start date can be lower than today(If new creation, start date must be greater or equal to today)

Changes (Applied on both Create and Edit Notice):
- Updated external link's field length
- Updated validation rule for Title as suggested.
- Updated validation rule for Start date and End date.
