Already reply email from Zaireen regarding the issue. Request result for query to make sure the given user actually have access to Admin Authorization menu.

From the screenshot, do you mean user does not have access to Admin Authorization side navigation? If yes, may I know if the user is belong to group that have access to Admin Authorization menu? Please run below query and provide the result:
select navi.NODE_CODE, navi.NODE_NAME, navi.NODE_STATUS, admin.GROUP_ID
