Already deployed this to production. Problem due to transaction reference number parsing failure substring (10,20). Already changed to FormatterUtils.substring for better handling.

Already ask bu Anna via bbm to do testing. Currently she is still training IB customer service in other branch. So most probably this item only can be tested tomorrow.

Details of the fix:
- RIB: Fix untuk trnx id yang terpotong (tanpa tanggal) untuk transaksi mobile reload.
- MSS: Enhancement untuk MSS dimana jika trnx_id terpotong tidak akan menyebabkan halaman menampilkan "service is currently unavailable"
- Database: Membetulkan trnx id yang sudah terlanjur terpotong dengan cara menambahkan trnx date di depan record.
