Found the root cause of this issue. It because the updatedBy set to null for new user. The solution is make default value to 0 when nothing set to updatedBy.

Due to ibss.jar in MSS and RIB using different version. Now trying to merge 2 jar file.

Not able to combine both ibssCore, because MSS still using old source with data type "long". But RIB already using data type "Long".
