Case No 1 - For phone number with separate country code, state code and number, it wouldn't got zero infront.

Others Case - Done , please test after deployment.

Issues:
1. PHONE NUMBER and FAX NUMBER, all the field cannot accept '0' as the first digit [found in : public new Registration, Internal new Registration, Internal registration Update, New foreign buyer, Update foreign Buyer]
2. to hide 'PAYMENT STATUS' if the Programme Type equals to Incoming Buying Mission or Individual Business Meeting MEEC/BGGP [public & internal new Registration, Update Registration]
3. After adding 'NEW REPRESENTATIVE', all the field should be cleared to add 'NEW REPRESENTATIVE' [public & internal new Registration, Update Registration]
4. to make 'PAYMENT STATUS' and 'CURRENT EXPORT MARKET' Optional field [public & internal new Registration]
5. to make 'FAX NUMBER' and 'WEBSITE' Optional field [register foreign buyer]
6. REMARKS : to follow new system's business nature list
7. to sort the 'TC OFFICE' alphabetically [Register & update Foreign buyer]
8. not all of the listed foreign company can be selected to be registered.
9a. to put auto caps for 'PRODUCT DESCRIPTION' and 'SERVICE DESCRIPTION' [public new Registration, Internal new Registration, Internal registration Update, New foreign buyer, Update foreign Buyer].
9b. to clear the fields after adding 'PRODUCT' / 'SERVICE' [public new Registration, Internal new Registration, Internal registration Update, New foreign buyer, Update foreign Buyer] (Still exist for Foreign buyer)
10. remove the Mandatory field of 'MATCHING ENGINE RUN DATE' if 'REQUIRED AUTO MATCHING' is set to no. (cannot update, if 'REQUIRED AUTO MATCHING' is set to no)

New Issues:
- cannot register new company (server error with status code [500])
