Finding: By default program will send email to all usergroup if there is new event jppa created.
Solution: Commented out sending email function

Test scenario:
1. Set account as PMT user with own email address.
2. Access Planning > Planning JPPPA > Add New to create new JPPPA event. Email will not be sent after submit create new JPPPA event.
