Finding:
Cause by budget type did support for both Malay(old) and English(new).
Solution:
Update code to check both language budget type.
Test scenario 1:
1. Access Planning > Budget > Annual Allocation
2. Budget list and detail should show value for all budget type(DEVELOPMENT,OPERATIONAL and OTHERS)

1. Access Planning > Budget > Activity Budget Allocation
2. Budget list and detail should show value for all budget type(DEVELOPMENT,OPERATIONAL and OTHERS)

Search details has been updated to search both old and new budget type.
Test Scenario :
1. Search with without budget type
2. Search with budget type DEVELOPMENT
3. Search with budget type OPERATIONAL
4. Search with budget type OTHERS
5. Search with budget type DEVELOPMENT,OPERATIONAL,OTHERS
