Unable to register FAMA for Fine Food Australia event.

Finding:
This issue occurred when register Government Agency. When searching for agency name, code search in r_ministry table using ministry English name. However, when submitting registration form, code save using company name. Thus, when ministry name and company name are not matching, it actually throws error company not found.

Finding:
In addition to previous finding, system should create new company for agency if it is not yet created. Plus, existing FAMA company name is different with agency name and throw error when submit.
Solution:
Update code to create new company for agency without company data.
- Access http://172.25.96.137/matrade-tpms/publicityActivityList
- Find event 'FINE FOOD AUSTRALIA 2016'
- Click register
- Select Organization Type as Government Agency
- Type 'FEDERAL AGRICULTURAL' and click Next
- Fill in the form.
- Click Next and Submit
Expected result: Registration should successfully saved.
