Description
TAC report dd 15/12/2010 and before is not found.
Possible root cause: Report name has changed.

- Status changed from New - Begin Life Cycle to Work Completed-End life cycle
- % Done changed from 0 to 100
- It seems like the qualifier 'SMS & TAC Issuance Report' has been removed, maybe during IBFT migration where the migration included SMS fixes.
- The SMS fixes created 2 new report qualifier ('SMS Issuance Report' and 'TAC Issuance Report') to replace the qualifier 'SMS & TAC Issuance Report'.
Action taken:
- Create the previously removed qualifier 'SMS & TAC Issuance Report' at bvmc and apply it to user report for them to view the older report logged in DB with the previous qualifier name.
- So now, user will need to select 'SMS & TAC Issuance Report' to view SMS n TAC Report dated older than 15/12/2010.
