Hi,
Kindly attend below request:-

Non-Bank Participants which are not being granted access to the IFP is receiving the email notification when a new record is being created in IFP.

Start to verify the issue: Suspect Error found where cause by the Group access of the non-bank participants.

Question for Paynet:
Is it all non-bank Participant also received or only certain participant? A:No,received 4 queries from non-bank Participants
What is the status of the mule account created, (Pending or Active)? A: Active
The bank user received the notification is it belong to IFP group? A:Yes
Are the non-bank participants received the notification belong to IFP group( which refers to the Group that have access to the IFP module)? A:Yes

Clarifications on current Design:
The current design is sending email to users belongs to IFP group when Active IFP Mule record is created.
There are 2 layers of access matrix to the IFP module, 1 is enquiry and another 1 is actions can be taken (eg. create new records, update, etc). 

All participant users will tie to 1 Participant group, if that participant group had the access matrix like Section A below, meaning that participant user also had the IFP access and will receive the email notification (This is current design).

Suggestion:
Move non-bank participants to another group which is not belong to IFP group.
Non-bank participants to untick the IFP access from the "Participant User Group Maintenance" module.

Conclusion: Paynet will inform the affected Participants accordingly.

Same email address is using by different users in different Group which is 600 and 1062. Although Group id 600 doesnt have the IFP access but the the access is available in Group 1062. The notification is sent to the email which is being shared by both of the users.
