Use phone number that being sent from jetsweb as TAC phone number.
Treat this function as for user migrate from old IBS.

Dear Toomy,

Kindly help to retest this change request by registering from FTL (ask Pak Wahyu) and format the document using Penril standard. Any test script being updated please upload to redmine and replace existing file SIT server, path /export/Test Script.
